Stimulous packages proposal

RM5b investment to ONE company.

RM7b investment to projects.

Who would benefit from these stimulous packages?



First was the RM5b package termed as investment into ONE company. Previously an investment of RM5b is being initiated. And right now another RM5b? This particular Sdn Bhd company would immediately be a RM10b company overnight. Is there a hidden agenda for constantly investing RM5b one time after another? Can the "rakyat" have a voice in this and the knowledge of the agenda? It is the "rakyat" money that is being used. We have the right to request for information of this investment. What is the ROI after investing this second round of RM5b?

Next package is RM7b. RM7b based on the recent report is to invest into numerous projects. The list is as per below;

i) RM1.2 billion allocations for the construction of 15,000 low-cost and medium-cost houses. (Is this low-cost/medium-cost a successful project??? Research and status of all current projects?? There are many cases where low-cost projects were abandoned, contractors were not accountable and government had to step in?

ii) RM500 million to refurbish police stations and police quarters, as well as army camps and their living quarters. (Is it broken? Is it un-livable? Do we need to spend such money in this critical timing of global financial crisis?)

iii) RM600 million for small projects under the Public Infrastructure Maintenance (PIAS) for repairing village roads, building of community halls and small bridges. (Define small projects? Transparency to the rakyat? Why are all this unnecessary things being catered into this stimulus budget? 10 years ago we didnt plan this in the yearly budget, why wait till crisis, only than the government view it as a priority? Will new "small bridges" help the economy?)

iv) RM500 million for the preservation and repair of public amenities such as schools, hospitals and roads.
(Transparency? Which school? Which hospital? Which roads? On annual basis, all road users are already paying for the road tax. This collected sum is in fact increasing due to the increase of road users. Why must government allocate additional money into road repairs? The schools and hospital will still be there. Must we use this RM500 million for it in this crisis?)

v) RM500 million for upgrading and construction of rural roads and village roads. (Will these upgrades increase productivity which intern increase economic growth?)

vi) RM200 million to four groups of schools. RM50 million each for fully-aided religious schools, mission schools, Chinese schools and Tamil schools.
(All these years, in the previous government rulling before why wasnt this taken into considerations? And now, in a crisis, all this are being paid full attention?)

vii) RM300 million for creation of funds and to implement skills training programmes in the Development Corridors.
(Implementation of skills training programs? For who? For university graduates?

Please look into producing better and qualified undergraduates and not to concentrate in generating numbers of undergraduates per year. The volume doesn’t make sense if they will in turn require more money to train the undergraduates again. Fixing the root cost, and you would have saved RM300million for better used of the money)

viii) RM500 million to strengthen the public transport especially the LRT, Komuter and bus systems in urban areas.
(This again, another hoax. Government has been debating this agenda for years. But was there any urgency and importance view by the government? No. But now in the financial crisis, is there urgency? What would a better LRT system help in the economy? Shouldn’t this RM500 millions be put into better use? Aren’t these public transport privatized?)

ix) RM1.5 billion ringgit as investment funds to attract more private sector investors.
(Finally, something I would see useful. Foreign investment will definitely help the Malaysian economy. The government should enable a better system which would intend encourage foreign investors. Public services must be improved. Security? Justice? Government transparency?)

x) RM400 million to expedite the high-speed broadband project implementation.
(But high-speed broadband projects such as WiMAX has been awarded to several companies. Why is the government still using the "rakyat" money to fund these projects? There was already an allocation in the earlier budget for IT expenditures.)

xi) RM200 million to build human capital through various training programs by various ministries.
(Not training again. Must this problem be resolved in this financial crisis, when the problem is already current since many years back?)

xii) RM100 million for Rakan Muda projects.
(Rakan Muda/National service? Do you need create additional expenditure out of these projects? Would the Rakan Muda projects generate revenue after the projects are completed?)

xiii) RM200 million to revitalise abandoned housing projects.
(Abandoned housing projects? Why was it abandoned in the first place? Transparency of the money invested to the housing project awarded to the company. Which company? Majority of the housing projects are projects done by private companies. Why are the government intervention needed in these cases? Private contractors or developers should manage their part, if not the government department who approved and worked with the developers must be penalized for the "BAD" job done. No proper evaluation based on certain standards and criteria.)

xiv) RM200 million for early education for kids
(Another "why waste money now"? Was there any research done?)

Help!! More problems on my Civic

Three weeks ago I have noticed my air-conditioning is giving me problems. I assume the compressor basically just shuts off by itself and the air will constantly be warm. Imagine having to drive long distance with hot air blowing out from you new Honda Civic conditioner through out the journey? Crazy right? First off all, should a 2 months old Civic gives such crazy problems in the first place? Is it a QA problem? Or is it a cost cutting measure by securing cheaper and less reliable parts? Turning on and off the A/C doesnt help. Reducing the temp to 19 degrees doesnt help. It was like a portable sauna!


Take a side the problems. Now, jumping into the service centers. First I took my car in and explain the problem and symptoms. End of the day, the A/C specialist says he checked and thighten whatever he could. Ask of me to try again, and if I face the problem immediately drive the car into the workshop and show him. Coincidently I was around that service center area, and fortunately the A/C was occurring. Drove to the Honda S/C, asked for the A/C specialist, and he notes that there is a problem but couldnt advise what was wrong. Because it was 2pm then, I opted to come back in the morning (8:30am) and keep the car at the S/C till late afternoon (5pm) before I collect it. At 11:30am, they called me and said they rectified the problem. It was due to excessive amount of A/C gas been pumped in. the A/C specialist says that he has released some amount of A/C gas.

I argued with him politely saying, how could that be because the first time I sent in you have verified everything was good with the gas amount, connection, etc. Why now would the gas be excessive? He said, I can always leave the car overnight for them to further perform testing, but unfortunately I needed the car for work! We shall see if the problem occurs again, as today is the 2nd day after the rectifications.
